Keith Wesley called the meeting to order at 12 Noon.
1.0. Introductions
2.0. Approval of April 10, 2003 meeting minutes.
Motion to approve minutes by Franz Keilhauer. Second by Jim Berner.
Action - Minutes unanimously approved.
3.0 Old Business
3.1 Medical Director’s Course Update
3.1.1 Mike Curtis will work on additional material related to Bioterrorism and WMD and forward to Nan for inclusion into course materials
3.1.2 Keith to finish module assignments and send to Nan
3.2 EMS Report Card – Tabled until next meeting
3.3 Pain Management Protocol – Motion by Keith to make final changes and send to BEMSIP. To be distributed along with NAEMSP position statement on pre-hospital analgesia use. Second by Franz Keilhauer. Action – Motion unanimously approved
3.4 CPAP protocol and Curriculum
3.4.1 PAC reviewed and revised CPAP protocol, Data Collection Form, and Respiratory Distress Scale.
3.4.2. Keith to make final changes and forward to BEMSIP to begin study
3.4.3. Motion by Tom Brazelton to approve the final changes and authorize BEMSIP to begin CPAP pilot study.
Action - Motion unanimously approved. The EMS Section will develop the process for inclusion in the pilot.
3.5 Due Process Document – document is being reviewed by DHFS legal.
New Business
4.1 Report from EMS Retreat – Dr. Wesley reviewed the activities and subjects discussed at the EMS retreat held in June in Sturgeon Bay. The role of PAC and how it interacts with the EMS Board and BEMSIP was reviewed.
5.0. State Medical Director’s Report – Dr. Barney announced that he will not be renewing his contract with BEMSIP as State EMS Medical Director. He encouraged anyone interested in applying for the position to contact the state office. The PAC membership acknowledged unanimously that Dr. Barney’s performance has been exemplary and will be difficult to duplicate.
6.0. Other New Business – On August 15, 2003 the Surgeon General of the United States will address attendees at the Masonic Center regarding the status of trauma care in America. It was unanimously agreed that all PAC members should attempt to attend.
5.0 Next Meeting – September 17th, 2003 in conjunction with Paramedic Systems of Wisconsin conference in Sturgeon Bay.
