Dr. Rick Barney called the meeting to order at 12:30 p.m. in the Winnebago Room of the Pioneer Inn, in Oshkosh.
1.0. Introductions – Dr. Hugo and Dr. Kellum were also present.
2.0. Approval of
February 21, 2002 meeting minutes
Minutes from the February 21, 2002 meeting were reviewed and
unanimously approved.
3.0. F.A.S.T. demonstration – Pam Fifer
Pam Fifer, representing BoundTree Parr Emergency Products, presented and demonstrated F.A.S.T.1, which is a device that can be used to establish an intraosseous site infusion utilizing the sternum.
Following the demonstration, discussion resulted in a motion: Motion by Dr. Berner that PAC recommend that the sternum be an approved site for IO infusion for Adults Only for the levels of EMT-Paramedic and the new EMT-Intermediate. Second by Dr. Keilhauer. Unanimously approved.
5.0. Medical Director’s Course Update
5.1. Review completed by DHFS – changes will be forwarded to Keith Wesley. Keith will then produce new CDR and distribute to members.
5.2. Suggested that in the introduction, the slides should be numbered and include the approximate time for the module.
5.3. Suggested inclusion of an evaluation at the completion of the course – to be completed by participant
5.4. CME Update
5.4.1. Dr. Pirrallo received the following information from the Medical College of Wisconsin – there would be a $150 one-time fee. They determine the number of hours of credit (AMA).
5.4.2. Dr. Curtis reported that at the last meeting of the WI ACEP they did not get to this discussion and that it would be discussed at the May meeting.
5.5. Test Questions – will discuss at June meeting
5.6. NAEMSP slides – Nan is to make copies of the CDR for all PAC members and distribute at June meeting
6.0. Standards and Procedures document
Nan is to forward the document to all members for comments. Changes/comments are to be e-mailed to Dr. Barney.
7.0. Medical Director Report
7.1. DEA numbers: Dr. Barney is preparing a letter to DEA. Discussion followed regarding whether paramedics & intermediates were considered mid-level providers and whether they need a DEA number. To be included in the letter is the question – “What is the procedure for completing the paperwork?” There was concern that there is a difference between services distributing controlled substances vs the tracking of an individual physician’s DEA number. It is important to keep EMS and ED practice separate.
7.2. Meeting with HICFA
7.2.1. Discussed what they are and are not enforcing
7.2.2. Discussed hospital diversions and EMTALA
7.2.3. Reviewing our Interfacility Transfer Guidelines and will provide feedback
7.3. Traveling and presenting for Trauma System and RTAC meetings
7.4. Pediatric age definition – the EMS Section is seeking a recommendation from PAC as to the definition of pediatrics as it relates to the initiation of an IV at the IV Tech and old Intermediate levels of care.
Motion by Dr. Pirrallo that the recommended age be eight (8) (rational is that combitube and defibrillation utilize age 8) and that the crew only be allowed two (2) attempts. Second by Dr. Curtis. Unanimously approved.
8.0. Report Card – Dr. Curtis presented his report card/assessment instrument for EMS. The intent is that one person per region be trained to conduct the assessment. PAC is to review each component and get comments to Dr. Curtis for discussion at June meeting.
9.0. BLS Protocols were distributed. Please bring for review to the June meeting.
10.0. Ambulance Run Database – Dr. Mike Kellum and Ann Moses utilized the remainder of the meeting for discussion of database elements and sentinel events.
11.0. Meeting adjourned at 3:05 PM. The next meeting is June 20 in Room B155 at 1 W Wilson.
