  1. Welcome & Introductions

Chair Steve Bane called the meeting to order at 11:34 AM at the Sheraton Madison Hotel, WI.   Mr. Bane welcomed everyone to the meeting and asked the Board members and audience to introduce themselves and the organizations that they represent.

 

  1. Approval of previous Board Meeting Minutes

Steve Bane asked for a motion to approve the February 7, 2007 Emergency Medical Services Advisory Board Meeting Minutes, Tracy Aldrich seconded the motion.  Motion carried.

 

3.      Committee Update: (Ad hoc reports as part of “parent” committee update)

   

    EMS Education and Training

·      The committee is working on the EMT Basic Pilot Project, with open discussions around the room. Schofield is done with 12 completing. Comments were that it was done far too quickly, the written test had a lot of information not covered in the class, There was a noticeable improvement in pre to post evaluations. The evaluators mentioned the grid sheets are difficult to follow. Steve Bane mentioned that they were devised off of National style and if evaluators are fluent with National registry they should not have an issue. Don Kimlicka mentioned that the grids for the pilot do not flow the same and have much more detailed check areas and ask questions not appropriate for the given evaluation scenario. Brian Litza mentioned the written was done by IO solutions and approved by the State. Other site information, Mukwonago started, Great Divide starting April 22, Delavan has evals done and starting April 7.

·      The committee is requesting that the board look at adding more services to the EMT Basic Pilot Project to get more accurate data on the projects success or failure.  Much discussion ensued regarding the issue with Fond du Lac Fire. John Duffy addressed concerns that the initial information was lacking much detail; the written pre evaluation 70% was added last minute without knowledge of any of neither the sites nor the education committee.

·      Cal Lintz made a motion for the Emergency Medical Services Advisory Board to allow the committee to add additional services to the EMT Basic Pilot Project.  Tracy Aldrich seconded the motion.  Motion Carries.

 

    EMS Administration and Management Information Management CQI

  • Brian Litza stated there is some confusion over the definitions of Mandatory, Recommended and Optional, especially since the Mandatory and Recommended elements will both be required by the State.  The suggestion was made that all shaded elements on the list be listed as required and identify which elements will have validations.  However, with this method, concern was voiced that the large list of required elements will have a negative reaction from the EMS Providers.

  • Suggestion was made to keep the 3 categories and label them Mandatory, Requested, and Optional and provide a better description.  Identify that the requested elements are wanted by the State if the provider can supply them, but won’t be penalized if they are not submitted.

  • Tom Fennell stated the Minnesota system had problems with data imports when no value or zeros were used for data fields.  Brian stated all data fields would be assigned a default value. The NEMSIS default value will be used if it has one, otherwise Image Trend will assign one.  Sample cases can be sent to Image Trend to test the import field values.

  • The finalized list will be sent to vendors and posted on the public WARDS website when the documentation is complete in the near future.

   

  EMS Disaster Management

·     5 members of committee in attendance, unable to make a quorum. 

·     Triage Tuesday Updates were given around the room. Discussion on implementation, and how to increase participation.

·     The committee is continuing to work on the list of standard equipment for the trailers.

·     Disaster Response Plan template discussion was that the FEMA plan should be used as the template, so that if there is a disaster, all agencies would be working off the same template nation wide, our current plan does not mirror the WEEP plan.

·     Dennis Tomczyk informed the committee that the tracking meeting is on May 9, 2007.

   

  EMS System Development

                        The EMS System Development Committee met on Tuesday and again briefly on Wednesday morning.

·      The Governor's budget proposal includes language regarding EMS and transfer of Funding Assistance Program monies from the DHFS general fund to the Dept. of Transportation fund. The transfer includes $2.2 million each year for the two-year budget.  Steve Bane and Larry Gilbertson will pursue further discussions with DHFS Secretary Hayden regarding the proposed budget language and if funds are at risk for EMS.

·      Dr. Marv Birnbaum was invited to share with the committee his past work with Legislative Councils.  Legislative Councils is an area discussed by the Committee and Dr. Birnbaum provided a historical perspective of what went right and what didn't so that we could gain an understanding of previous work and lessons learned.

 

The committee reviewed a draft document entitled "A Synopsis and Infrastructure Support for EMS in Wisconsin".  The document represented past writings on the topic and committee meetings the past four months regarding EMS funding.  The EMS Section staff also provided two organizational charts regarding the current office structure and another for consideration.  The goals and objectives in creating the document included:

·        Gain an understanding of current EMS Section annual funding and expenses

·        Identify unmet financial needs and variations in needs

·        Identify alternative funding sources

·        Identify options for the structure of the EMS Section and resource requirements associated with structure and process changes to get required work completed

 

                        The document will assist the committee to move forward in creating a message to share regarding EMS funding.

 

EMS-Children

·     Women’s Clubs are providing jump kits designed for pediatric patients.

·     Nan Turner has developed an educational CD to accompany the pediatric kits.

·     Pediatric champions program is proceeding.

          

Physician Advisory Committee (PAC)

·     PAC is continuing to work on standardization of protocols.

·     Hand off report discussion

·     Quick clot, Hemeostatic agents in scope.

 

Medical Director Report

·    The Emergency Medical Services Medical Director website will be available on June 1, 2007.  This will be a web based learning resources for all of the Emergency Medical Services Medical Directors.

·     Currently reviewing the WI Scopes of Practice to reflect the National Scope of Practice.

           

State Trauma Advisory Council (STAC)

·     State Trauma Advisory Council (STAC) held its first Strategic Planning meeting on March 27, 2007.   The group publicly thanked Saint Claries Hospital-Weston, for the use of its facility, and Cal Lintz for leading the meeting.

·     STAC is planning on revising HFS 118.

·     STAC is planning on updating its Triage and Transport Guidelines.

·      Continuing to look for stable funding for programs.

 

  1. Legislative Issues

·     None at the current time.

 

  1. State Office Update

·      Interviews for the Emergency Medical Services Section Chief will be conducted on April 5, 2007.  Three Emergency Medical Services Advisory Board Members will be on the Interview Panel; Brenda Fellenz, Troy Haase, and Cal Lintz. 

·      The Bureau will have a new 50% position starting April 16, 2007.  This position will work 25% in the Emergency Medical Services Section and 25% in the Primary Care Office.

·      The Emergency Medical Services Section, in coordination with Debi Peters is continuing to work to secure the Department of Transportation funds for Data Integration.

·      The Bureau of Local Health Support and Emergency Medical Services is continuing the cross training initiative. 

·      Tom Sieger, the Division of Public Health Deputy Administrator will be attending the June 6, 2007 STAC and the Emergency Medical Services Advisory Board Meeting.

 

      6.  Old/New Business

·        Dr. Tom Brazelton provided an overview of the National EMSC performance measures.

        

      7.   Other Board related issues

·        Emergency Medical Services Strategic Planning Meeting will be held May 20-22, 2007i in Wabeno WI.
